On January 15, the Shanghai Electric Group 2026 Cadre Conference was convened under the theme "Pooling efforts to cultivate new quality productive forces and achieve a leap in core competitiveness, striving to write a new chapter of high-quality development during the '15th Five-Year Plan' period." The conference comprehensively summarized the implementation outcomes and experience of the "14th Five-Year Plan," consolidated development consensus, and systematically deployed key tasks for the "15th Five-Year Plan." Wu Lei, Secretary of the Party Committee and Chairman of Shanghai Electric Group, and Zhu Zhaokai, Deputy Secretary of the Party Committee and President, attended and delivered speeches. The conference was chaired by Wang Chenhao, Deputy Secretary of the Party Committee and Chairman of the Shanghai Municipal Electromechanical Trade Union.

Wu Lei, outlined the overall requirements for the "15th Five-Year Plan" development in the context of the Group's reform and overall growth. He emphasized that the Group must leverage the "dual carbon" goals as a strategic lever, adhere to the development direction of "high-end, intelligent, green, and integrated," persist in "going global" to benchmark against world-class peers, "open the door" to solicit suggestions, and closely align with market demands. Efforts must be concentrated on cultivating new quality productive forces and achieving a leap in core competitiveness, with technological innovation as the core driving force, digitalization as the main direction, green development as the underlying foundation, industrial chain collaboration as the support, industrial capital as the accelerator and connector, and international expansion as the new growth pole. This will drive the transformation and upgrading of existing industries, foster the cultivation of strategic emerging industries and future industries, strengthen the capacity to serve national strategies, and achieve the goal of becoming a world-class equipment group at an early date.

With regard to the key work for 2026, Wu Lei,pointed out that the Group must take "high-quality development" as the theme, remain committed to serving national strategies, take full and rigorous Party governance as the fundamental guarantee, and take comprehensive deepening of reforms as the key lever. He stressed focusing on three major new breakthroughs — efficient synergy, internationalization, and digitalization — to create a new landscape for high-quality development during the "15th Five-Year Plan" period.

Wu Lei, made systematic arrangements for planning guidance, technological innovation, market expansion, industrial upgrading, corporate governance, and the efficient synergy mechanisms among these areas in the next phase. He emphasized that 2026, as the first year of the "15th Five-Year Plan," must focus on five key tasks: First, promote the coordinated efforts of "full and rigorous Party governance, supervision and discipline enforcement, and compliance and risk control" as a trinity, with both Party and management sharing responsibility for safeguarding safety bottom lines; second, continue to deepen and elevate reforms, with emphasis on strengthening the capacity to serve national strategies, capital operation efficiency, the three-tier management and control system, and the "Grand Operations and Economy" system; third, advance internationalization in a solid and steady manner, deepen industrial synergy mechanisms, and enhance global resource allocation capabilities and management and control standards; fourth, drive digital transformation, build a full-lifecycle digital system, and accelerate the integration of AI applications; fifth, consolidate the primary responsibility of Party committees, improve core talent cultivation and evaluation mechanisms, and accelerate the development of a high-caliber talent echelon.

Wu Lei, stressed that all cadres and employees must, at this pivotal historical juncture marking the start of the "15th Five-Year Plan" and the critical period of transformation and development, shoulder the responsibility of "upholding the banner of Shanghai manufacturing" and make a good and solid start. He called for perseverance with the tenacity of "ten years of sharpening a sword," embracing the mission and commitment of "the success need not be mine, but the effort must have me," and living up to the era by being "pillars of national heavy equipment," "leaders in technological innovation driving change," and "practitioners of green and low-carbon development for the future." He urged everyone to strive with greater morale, a more pragmatic work style, and a more innovative spirit, make renewed leaps forward, fully implement strategic plans, and forge ahead through waves and storms steadily on the new journey of the "15th Five-Year Plan."

Zhu Zhaokai, comprehensively reviewed the Group's business operations in 2025 and made deployments for key tasks in 2026. He noted that 2025 marked the conclusion of the "14th Five-Year Plan" and was also a critical year for the Group to plan and layout the "15th Five-Year Plan" strategy. Over the past year, under the guidance of the Municipal Party Committee, the Municipal Government, and the State-owned Assets Supervision and Administration Commission (SASAC), the Group united as one, overcame difficulties, steadily improved operating performance, continuously optimized industrial layout, advanced organized research and development, improved the quality of economic operations, and continuously optimized governance and control mechanisms. Risk prevention and resolution were effective and efficient, delivering a hard-won performance. Looking ahead to 2026, he emphasized the need to focus on seven key areas: strengthening strategic guidance to enhance industrial development capabilities; reinforcing management empowerment to ensure steady progress in operating performance; enhancing market synergy to promote integrated domestic and international development; strengthening technological innovation to forge core competitiveness; accelerating digital empowerment to support the transformation and upgrading of equipment manufacturing; reinforcing corporate governance to systematically improve governance effectiveness; and strengthening bottom-line thinking to create a healthy and stable development environment, laying a solid foundation for a good start to high-quality development during the "15th Five-Year Plan."

Xiao Weihua, Member of the Party Committee and Vice President of Shanghai Electric, and Wei Xudong, Chief Financial Officer, respectively delivered work deployment presentations in their respective functional areas. Four enterprises — Shanghai Electric Nuclear Power Group, Shanghai Turbine Plant, Shanghai Electric Automation Group, and Shanghai Electric Power Transmission & Distribution Group — shared their experiences in high-quality development.

During the conference, the Group signed the 2026 Business Operation Target Responsibility Letters and the Safety Production and Environmental Protection Responsibility Letters with each industrial group, clarifying the development goals and responsibilities of each industrial group. In addition, the Group's new industry promotional video was screened, a "One-Day Donation" charitable activity was held, and the 2025 "One Report and Two Evaluations" on the selection and appointment of cadres was conducted.

The conference was attended by the Group's leadership team and senior executives, heads of headquarters functional departments, members of the leadership teams of industrial groups, Party and administrative leaders of functional companies and directly affiliated units, as well as Party and administrative leaders of relevant third-tier enterprises and Chinese representatives of key Sino-foreign joint ventures.
